The major F1 flaw being exploited by drivers

F1 drivers are playing the system. They've worked out they can exploit a penalty system that is no longer fit for purpose, so often we are seeing drivers deliberately commit offences that they know will only earn them a small penalty. And if the penalty is less than the gain they get from committing the offence - for example overtaking outside of track limits or pushing someone out of the way - then why wouldn't you take advantage of it?
Glenn Freem and Scott Mitchell-Malm take a look at the problem and what F1 needs to do, with a little help from Edd Straw on his travels from Texas to the Mexican GP.
