When you have younger swimmers who are driving the stroke from the kick, here is one process that may help. Put on some fins but tell the swimmer NOT to kick. The fins will keep some propulsion going with the increased surface area without allowing the legs to just drag.
Put the swimmer through a series of descending 25s, requiring a minimum time on each one. With the swimmer increasing the intensity of the swims, continue to remind the athlete to focus on the hands, head, chest, and hips... NOT the legs.

Eventually, at least with our swimmer, the 2nd kick becomes to come back in as the speed requirements become greater, but the kick still isn't overly bent.

Again, this is just an idea that helped this swimmer limit the kick, and keep the focus on the front 2/3rds of his butterfly.
