The 'dangerous' F1 rule change Ferrari hates

Usually, F1’s biggest teams drive up the costs in Formula 1, while the minnows struggle to keep pace with budgets and therefore slide further and further back.
It therefore might come as a surprise to learn that Ferrari team principal Fred Vasseur has described a rule change allowing all teams to spend more money as “dangerous”. And that the key player in pushing for this hike in expenditure is James Vowles, team principal of Williams, which hasn’t been among F1’s financial high rollers for almost 20 years.
So what is behind this extraordinary role reversal?
Well, it’s all about F1’s cost cap, in particular the amount of money teams can invest in their facilities and infrastructure.
